Checklist for upcoming PSC Concentrated Inspection Campaign on STCW now available

The Paris and Tokyo MoU joint Concentrated Inspection Campaign (CIC) on STCW will start on 1 September. This PSC news is a continuation of our news “PSC Concentration Inspection Campaign starting on 1 September” from July 2022.

Paris and Tokyo MoUs’ CIC on STCW

Through a joined press release on 1 August 2022, the Paris and Tokyo MoUs published the checklist for this year’s CIC. As far as we are aware, all other MoUs, except the U.S. Coast Guard, will join this CIC campaign too. The checklist contains ten aspects to confirm that the ship’s crew is certified as per the STCW requirements and by the Minimum Safe Manning certificate of the vessel. For the necessary safe operation of the ship, the Port State Control Officers (PCSOs) will focus on newly joined crew members in view of their familiarization for regular and emergency duties. Bridge procedures, such as voyage planning, rest hours, and the watchkeeping schedule, will also be subject to detailed investigation.

The CIC will be included in the routine PSC inspections in the period from September to November 2022. The attending PSCO may assess if all requirements are met also by requesting the crew to carry out emergency drills. Within these exercises, the common working language and communication skills of the crew can be evaluated.

Any deficiencies found during the CIC will be reported in the PSC inspection report with the related PSC Code. Finally, all STCW-related deficiencies might relate to the Safety Management System (SMS) and can trigger an ISM-related deficiency, especially if there are numerous or recurring deficiencies. 

DNV has no further information about any other CICs planned for this year.

  • Evaluate the effectiveness of familiarization for the Master and officers in charge
  • Familiarize the crew with their duties and with the additional checklist when published

IMO sub-committee on navigation, communications, search and rescue

The 9th session of the IMO’s Sub-committee on Navigation, Communications, Search and Rescue (NCSR 9) was held from 21 to 30 June. Navigation and voyage planning requirements for fishing vessels, pleasure yachts and small cargo ships operating in polar waters were finalized, as well as requirements to make inclinometers for the measurement of heel angles compulsory for container ships and bulk carriers. The performance standards for ECDIS were revised to accommodate the next generation of electronic navigational charts.

IMO update: Marine Environment Protection Committee (MEPC 78)

The 78th session of the IMO’s Marine Environment Protection Committee (MEPC 78) was held remotely from 6 to 10 June 2022. Highlights included the finalization of technical guidelines for the upcoming EEXI, CII and SEEMP regulations; approval of a proposal for a sulphur emission control area (SECA) in the Mediterranean Sea; and further discussions on the revision of the IMO GHG Strategy scheduled for 2023, and future technical and market-based measures.
